The City Development Authority Prague (URM) is a budgetary organization of the City of Prague which is authorised by the city council to represent the City of Prague in planning permit proceedings. Furthermore, URM acts as an advisory body to the Prague City Hall for strategic, urban and land development matters and provides consultation to developers and building authorities. In relation to the land use plan, URM acts as a planner. The Department of Land Use Planning of the Prague City Hall is the procurer. URM also handles the Strategic Plan for Prague, Development Principles of the City of Prague and Planning Analytical Materials of the City of Prague. It also administers the city-wide land information system and the Digital Map of Prague.

The City Development Authority Prague (URM) processes and issues specialist opinions, recommendations concerning primarily urban planning, urban conception, strategic development, city-wide transport systems, city technical infrastructure and environment. These recommendations serve as source materials for decisions of the Department of Land Use Planning of the Prague City Hall and for decisions of Prague City Hall departments or relevant building authorities. URM does not issue decisions unilaterally.

At the Prague City Development Information Centre in Škoda Palace, it is possible to obtain information mainly about spatial development - up-to-date information about the land use plan, its alterations and the conceptual development of the city, and information about the strategic plan and land-use. The Information Centre also provides consultations with specialists from the City Development Authority Prague and the Department of Land Use Planning of the Prague City Hall. Visitors can see the land use plan as well as the draft land use plan. It is also possible to make arrangements to see urban planning studies.

People who are interested in data files of individual maps (the Digital Map of Prague, orthophotographic maps and selected theme maps of Prague) can access these electronically through the e-shop of the City Development Authority Prague at eshop.urm.cz or pick them up in person at “Issue of digital maps” on the ground floor of Building C of the City Development Authority Prague, entrance at Vyšehradská 57, Prague 2.

The data itself is free of charge. You pay only a handling fee of less than 100 crowns.

The land use plan is one of the basic documents of urban planning. It creates a groundwork for the building and sustainable development of a territory. It serves as a tool enabling the city to conceptually revise its development, apply coherent and complex solutions, and fulfil strategic goals laid out many years in advance. The land use plan primarily determines land-use and, in development and transformation areas, also spatial regulation (capacity of development and greenery ration). It provides a plan of transport and technical infrastructure and protection, as well as the creation of greenery and landscape. It defines publicly beneficial facilities as well as some kinds of construction bans.

The Development Principles of the City of Prague are tools of the urban planning of Prague at a regional level. They determine basic priorities and general principles of the plan for more detailed urban planning documentation. The Land Use Plan of the City of Prague is proposed for Prague on the level of a municipality. It develops principles determined in Development Principles of the City of Prague and clarifies them on a more detailed scale.

At the end of 2009, all citizens had the opportunity to familiarise themselves with and voice their opinions on the prepared draft land use plan. Currently the City Development Authority Prague and the Department of Land Use Planning of the Prague City Hall are processing all received opinions. There are more than 11,000 opinions, some of them containing various topics, therefore the final quantity is often said to be approximately 16,000 opinions. Currently, the content of individual remarks and objections and specialist recommendations regarding them are entering in a special programme. All remarks and objections will after be published in a Directive for Processing the Proposal for the Land Use Plan and will be submitted to the Prague Municipal Assembly for approval. The creation of the proposal for the land use plan will then follow, taking into account the opinions of respective bodies and positively resolved remarks. The proposal will then be publicly discussed again and issued after possible adjustments. Until the new land use plan is issued, the current land Use Plan of the City of Prague remains in effect as amended by implemented alterations and modifications.

Settlement of all objections and remarks will be published by the Department of Land Use Planning of the Prague City Hall in the Directive for Processing the Proposal for the Land Use Plan, which will be submitted to the Prague Municipal Assembly. Individual remarks and objections will be divided in the appendix into categories based on recommendation for further action, e. i. those which can be satisfied completely, partially or not at all.

After processing objections and remarks in accordance with the Building Act, a processing of the proposal will follow which will be subject to assessment by relevant bodies. The new, modified parts will also be subject to public discussion. The results of negotiations will be processed again and the Prague Municipal Assembly will modify the proposal for the land use plan accordingly and discuss it. The process will conclude once the new land use plan is issued.

IMIP, or the Institute of Municipal Informatics, was dissolved as of 31 December, 2006. Its activity was transferred to the City Development Authority Prague.

It is necessary to submit to the GDSPS containing a list of coordinates and heights and a scheme with numbers of detailed points (see the list of coordinates and heights), including the name of the cadastral area, category of the accuracy of measuring, verification by a physical entity, and identification of construction. It is possible to substitute the GDSPS by a copy of a geometric plan.
