Planning Analytical Materials of the City of Prague (UAP) are prepared on the basis of Prague City Council Resolution No. 373 of 20 March 2007. The Prague Municipal Assembly addressed the final update by Resolution No. 5/15 on 31 March 2011. This concerns urban planning material according to the Building Act No. 183/2006 Coll. submitting materials for analysis and analysis of the status and development of individual thematic areas and assessment of the balance of the relationship among pillars of developmental sustainability.
As the specific position of the City of Prague fulfils the role of a self-government territorial unit of a region as well as a municipality, it is necessary in accordance with requirements of the Building Act No. 183/2006 Coll. to ensure elaboration of the Planning Analytical Materials to enable fulfilment of the task of urban planning materials for both the conceptual documentations of a city-wide character (the Development Principles of the City of Prague), as well as for detailed urban planning documents, specifically, the land use plan.
The result are the Planning Analytical Materials of the City of Prague in accordance with Section 4 para. 5 of Decree No. 500/2006 Coll. combining the levels of the municipality and the region.
The Planning Analytical Materials of the City of Prague are updated in regular two-year cycles.

The Planning Analytical Materials of the City of Prague document consists of the following parts:
- Text
The text contains a description of the condition and trends of the development of the territory according to main function systems and is divided into more thematic chapters, which also contain parts dedicated to a SWOT analysis and identifying problems to be solved. - Graphics
The graphics consist of drawings, of which four are main drawings and the remaining ones are thematic. Individual thematic drawings combine the related effects of UAP.
The drawings illustrate the condition of the territory of the City of Prague and represent the effects of the UAP at present, corresponding to the time of preparation of the UAP document. - Catalogue of features
The catalogue of the UAP features is a separate document which contains descriptive information about the underlying data of the UAP of the City of Prague, the so-called effects.
Data about the UAP features is elaborated in the form of clear catalogue papers. A web application makes it possible to search as well as obtain an excerpt of information in the form of a catalogue paper. - Annexes
The UAP document includes annexes containing detailed accompanying information, information and analyses of selected thematic areas.
Purpose of the document
The Planning Analytical Materials of the City of Prague document is intended as a material for preparing tools and policies to influence the development of the territory. Land development is, in the Czech legal sense, affected mainly by the regulation of physical changes to land – with the use of urban planning tools. Additionally, it is possible to influence development and mainly the behaviour of individual participants in the development by a wide range of other tools at the level of public administration, mainly local strategies and policies, various forms of support and regulation, etc. The UAP are most commonly used for elaborating and updating the Land Use Plan of the City of Prague and preparing other urban planning documents and materials. Nevertheless, its content is modified in order to serve also as a basic, regularly updated basis for preparing the Strategic Plan for Prague and other strategic and conceptual documents of the City of Prague concerning the development of the city.
Content
The Planning Analytical Materials of the City of Prague contain a description and assessment of the current status of individual topics and areas which affect or are involved in the development of the territory. In addition to basic physical spatial relationships and components of the environment in the territory, other subjects of the assessment include economic, social demographic, cultural and other aspects which are a decisive driving force of processes changing the shape of the territory in terms of dynamics as well as quality.
The analysis of the condition of the territory is structured as a description of individual thematic areas of the city, supplemented by partial SWOT analyses describing strengths, weaknesses, opportunities and threats. A summary of findings is carried out in thematically focused analyses of problems in the territory and by a recommendation for the land use plan.
The Planning Analytical Materials were elaborated using the most detailed materials available on the values, limits and possible land use, provided mainly by administrators of technical facilities, authorities of public administration and relevant research and materials of the elaborator. A portion of the basic materials was also provided by special delivery from an external supplier. All materials which were not a direct part of the text and graphics of the document are elaborated within individual annexes.
The summary of findings and recommendation is carried out within the divisions of the Assessment of the Balance between Pillars of Sustainability of Development and Determination of Problems for Solving, which create an analysis of the sustainable development of the territory and are elaborated on the basis of a summary resulting from analytical works according to individual themes.
The graphics contain 24 drawings, of which four are main drawings and 20 are thematic drawings, and which are integral parts of the document. The drawings illustrate the condition of the territory of the City of Prague and are an illustration of basic materials resulting from requirements of Annex no. 1 of Decree No. 500/2006 Coll., part A.
The scale of the main designs is 1:10,000. The scale of the thematic designs results from the nature of the featured effects (the most common being 1:10,000 and 1:25,000).
