Development Principles


ZUR logoThe first Development Principles of the City of Prague (ZUR) were issued by Prague Municipal Assembly Resolution No. 32/59 on 17 December 2009 in the form of General Administrative Measure No. 8/2009.

Development principles are a new form of urban planning documentation for the territory of a region, procured according to Act No. 183/2006 Coll. (the Building Act) and its executing Decree No. 500/2006 Coll.
When procuring this documentation, the first item discussed was the Specification for Elaborating the ZUR of the City of Prague, which was approved by Prague Municipal Assembly Resolution No. 11/52 on 29 November 2007. The result was a ZUR proposal based on conclusions of the Planning Analytical Materials of the City of Prague, carried out on the regional level and addressed by Prague Municipal Assembly Resolution No. 14/30 on 28 February 2008.

The proposal of the ZUR for the City of Prague was exhibited at a joint meeting for inspection from 3 March to 2 April 2008, when relevant authorities, city boroughs, the Central Bohemia Region and neighbouring municipalities had opportunity to express their opinions on the proposal. According to conclusions from the joint meeting, the proposed ZUR for the City of Prague was amended and submitted for assessment to the Czech Ministry of Regional Development CZ, which issued a positive opinion on it.

Public proceedings of the General Administrative Measure, to which the ZUR for the City of Prague was issued, were exhibited for inspection from 18 February to 6 April 2009, inclusive. Public proceedings took place 2 April 2009. It was possible to raise remarks and objections until 6 April 2009. Based on the received remarks and objections, minor modifications to the proposal were made which did not require repeated public proceedings and therefore the process of procuring the ZUR for the City of Prague could be finalised by proceedings in the Prague Municipal Assembly.

Purpose of documentation

The Development Principles of the City of Prague (ZÚR) are a new tool of urban planning on the regional level which conceptually coordinates development and lay-out of the territory of the city. The ZÚR determine the basic strategy of developing the territory and its economic use with regards to conditions of sustainable development. At the same time it will determine development principles of the administrative territory of the City of Prague as a whole and basic condition for developing individual city boroughs.

The City of Prague has a unique position. Within the same boundaries, it is a region, according to Act No. 347/1997 Coll. on Creation of Higher Self-governmental Units, and at the same time a municipality, according to Act No. 131/2000 Coll. on the Capital City of Prague, subsequently amended. Therefore, within the same boundaries, it simultaneously procures the Development Principles of the City of Prague and the Land Use Plan of the City of Prague. However, these documents differ in specialisation, content, method and standards of elaboration. The Development Principles carried out on the regional level take priority over the land use plan of the municipality, and the Proposal for the new Land Use Plan for the City of Prague must take them into account.

According to the Building Act (Act No. 186/2006 Coll., subsequently amended), a report on the application of the ZÚR in the previous period must be submitted to the Prague Municipal Assembly, from which requirements could follow for their update, within two years of the issuance of the ZÚR.

Content

The Development Principles contain the following: The statement (26 MB), which represents a binding part of the ZÚR; the Reasoning of the Development Principles of the City of Prague (16 MB), which explains in greater detail the proposed solution; and the Assessment of the Effect of the ZÚR on the Sustainable Development of the Territory (10 MB).

The statement determines mainly the Priorities of Urban Planning of the City of Prague, which were further elaborated in the General Development Principles of the City of Prague. The general principles assess the exceptional position of the capital of the Czech Republic, which is the natural centre of the Prague Region and an important European city. These principles are founded on assumed demographic development. They confirm the historical, cultural, natural, and civilisation values of the city and define basic urban planning, which should be elaborated in the new Land Use Plan of the City of Prague.

From these general principles, which create an image of the future appearance of Prague, arise the resulting specification of development areas, development axes and specific areas of supra-local and city-wide importance as well as the specification of areas and corridors determined in the Spatial Development Policy of the Czech Republic 2008 (approved by Czech Government Resolution No. 929 of 20 July 2009) concerning transport and technical infrastructure and the territorial system of ecological stability (USES). Integral to the ZÚR is the specification of territorial conditions of the plan for protecting and developing the values of nature, culture and civilisation; the determination of target characteristics of the landscape; the definition of publicly beneficial facilities and publicly beneficial measures; and other requirements according to the Decree No. 500/2006 Coll.

The Reasoning of the Development Principles of the City of Prague, explains in more detail the individual chapters contained in the Statement and adds two separate chapters which deal with wider relationships and appropriations of the Agricultural Soil Fund (ZPF) and plots of land designated for fulfilling the function of forests (PUPFL).

The Development Principles (the Statement and the Reasoning of the Development Principles of the City of Prague) contain text and drawings.

The scale of the basic drawings is 1:100,000. Only two drawings of the Reasoning of the ZÚR of the City of Prague have been made on a different scale. The Coordinating Drawing is on a scale of 1:50,000 and the Wider Relations Design is on a scale of 1:500,000.

The Assessment of the Effect of the ZUR on the Sustainable Development of the Territory is carried out in accordance with Act No. 183/2006 Coll. by regulations of Act No. 100/2001 Coll., on the Assessment of the Effects on Environment, as amended, and Act No. 114/1992 Coll., on the Protection of Nature and Landscape, as amended. It also contains a separate appendix, the Assessment of the Effect of the Development Principles of the City of Prague on Bird Areas and Important European Habitats in the NATURA 2000 System.
