
The basic projects dealt with in the context of the activities of the Development Authority of the City of Prague are related to the preparation and drafting of development planning reference materials and documentation and the administration of the information system on the territory of the City of Prague. The main projects and documents in question are:
The Strategic Plan of the City of Prague
A long-term conceptual document that sets the objectives, priorities and paths for dealing with key questions of development of the city in a 15 to 20 year timeframe. The Strategic Plan was approved by the Assembly of the City of Prague in 2000.
The document formulates Prague's conception of the economic, social and spatial development of the city. It makes it possible to react to the changes in society and gradually fulfil long-term objectives and strategic visions. It furthermore enables the authorities of the city and its boroughs to make decisions within a wider conceptual framework, to coordinate the interests and activities of subjects operating within the city and to make effective use of their skills and resources for achieving joint objectives. It enables better assertion and protection of the public interest and expands the options for citizens' direct participation in the city's development and qualified formulation of public commissioning of spatial and expert conceptual documents.
The Strategic Plan of the City of Prague is a programme for the development of the territorial area of the City of Prague in accordance with Act no. 131/2000 Coll., on the capital city Prague; it is a programme for the development of the territorial area of the region in accordance with Act no. 248/2000 Coll., on support for regional development, and it is also a strategy for the development of the Prague cohesion region, which is an essential prerequisite for regional operational programmes making it possible to draw on financial support for Prague projects from the structural funds of the European Union.
Principles of territorial development of the City of Prague
A new kind of regional territorial planning documentation drafted according to the requirements arising from Construction Act no. 183/2006 Coll., the aim of which is to delineate the main conceptual principles for the development of the region of the City of Prague.
The document sets out the basic requirements for the efficient and economical organization of the territory of Prague as a region, delineating in particular the areas and corridors of supra-regional importance and setting out the conditions for their exploitation. It defines the starting points for drafting more detailed territorial planning documentation, especially the Development Plan of the City of Prague.
The Principles of Territorial Development have been drafted on the order of the procurer, the Municipal Authority of the City of Prague - Development Planning Division, pursuant to Act no. 183/2006 Coll. (Construction Act) in accordance with Article 187 (3) and (4).
The assignment for drafting the first Principles of Territorial Development is approved by the Assembly of the City of Prague.
Development Plan of the Residential Formation of the City of Prague
This plan was approved by Resolution no. 10/5 of the Assembly of the City of Prague on September 9th 1999. The binding part of the Development Plan is stipulated by Decree no. 32/1999 Coll. of the City of Prague, approved by Resolution no. 1156 of the Council of the City of Prague on October 26th 1999, effective as of 1 January 2000 as later amended, especially the "revision" of the Development Plan, i.e. change no. Z1000/00 to the DPSS of the City of Prague, approved by Resolution no. 40/14 of the Assembly of the City of Prague on 14 September 2006.
Territorial Analytical Reference Materials of the City of Prague
The Territorial Analytical Reference Materials of the City of Prague are drafted on the basis of Resolution no. 373 of the Council of the City of Prague dated 20 March 2007 as the new territorial planning reference materials pursuant to Construction Act no. 183/2006 Coll. and serve as the basic starting point for the drafting of territorial planning documentation, in particular, the Principles of Territorial Development, the Development Plan and other documentation containing an analysis of the status and development of individual thematic areas and evaluation of the balance among the fundamentals of sustainable development. The Territorial Analytical Reference Materials are drafted on two levels - on a regional level as a resource for drafting the Principles of Territorial Development of the City of Prague, and on a municipal level as a resource for drafting the Development Plan of the City of Prague.
Digital map of Prague
The digital map of Prague is a basic planimetric map describing the territory of the City of Prague and continues on from the Unified Digital Map of Prague and the Digital Reference Map of Prague, produced up to 2007. The contents of the Digital Map of Prague is part of Digital Image of the Land Registry Map for the territories for which no Digital Land Registry Map is available and part of the Digital Technical Map, containing objects in the comprehensive map of the surface situation, technical network elements and transport infrastructure and other objects. The Digital Technical Map also includes building and technical land use layers. The Digital Map of Prague is at the present time being developed and will be available form March 2008. Until that time data will continue to be distributed by the Unified Digital Map of Prague.
The Digital Map of Prague (DMP) is a basic planimetric map work describing the territory of the City of Prague, which continues on from the Unified Digital Map of Prague and the Digital Reference Map of Prague, produced up to 2007. DMP has been created using a new technology for the administration and updating of data based on the use of the Oracle database platform and spatial data administration systems form the ESRI company. The partners providing the Development Authority of the City of Prague with services relating to the administration and updating of the work and the development of the technological environment are the companies NESS Czech, s.r.o. and T-mapy, spol. s r.o. The main requirement for the administration of the DMP is continuity of its content with preceding maps. The main reference materials for updating the map will be as previously the data from Documentation of actual construction of buildings, data from accepted geometric plans provided by the Czech Geodetical and Land Register office (ČUZK), data from transport and technical infrastructure network administrators and data from detailed geodetic surveying comissioned by URM. The data model of the DMP has been created from parts of the Digital Image of the Land Registry Map (DILRM), and the Digital Land Registry Map (DLRM) in the territories where the validity of the DLRM has already been announced (in 30 Land Registry areas at the end of 2007), and also from parts of the Digital Technical Map (DTM), which in addition to detailed planimetry, vertical surveying data and technical infrastructure data, will include an information layer on the Technical usage of the territory. The data model also provides a link between identical points in the DLRM and DTM parts. The administration and data output system facilitates expansion of concurrently provided data outputs to include available information on the territory and metadata.
The creation of the DMP does not diminish the extent of use of the existing Unified Digital Map of Prague, DRM or rules and methods of provision.
